In the City of Los Angeles, which at one time declared itself a "Santuary" for illegal immigrants, former LAPD Chief Daryl Gates and Supervisor Michael Antonovich describe how illegal immigrants shot and killed police officers while local law enforcement waited for Federal authorities to enforce immigration laws at the border and on the streets of Los Angeles. All this while the "don't ask..don't tell" policy on illegal immigrants, known as Special Order 40 was in force.

This video is hosted by Emmy Award winning moderator Leslie Dutton and former LAPD Assistant Chief David J. Gascon, who offers commentary and background on the SPECIAL ORDER 40 and video of the late L.A. City Councilman Ernani Bernardi describing how he forced the City Council to rescind a "Santuary" resolution.
