Last TV Interview with Senator Ed Davis, Former LAPD Chief: Internet Video


Los Angeles, CA April 22, 2006, Full Disclosure Network (tm) is re-releasing the first half hour of a one hour interview with SENATOR ED DAVIS who passed away earlier today. Davis who served as Chief of the LAPD from 1969-1978 and who was known as the "Father of Community Policing" tells Full Disclosure(tm) host Leslie Dutton about the values and personality traits necessary to be an effective Chief of the LAPD. This interview was originally videotaped in San Luis Obispo on March 27, 2002.

Davis initiated the Los Angeles Police and Fire Protective League and was a law enforcement labor advocate prior to becoming Chief. When Los Angeles Mayor James Hahn fullfilled his campaign promise to the Los Angeles Police Protective League to remove LAPD Chief Bernard Parks from that post in return for their endorsement. Ed Davis spoke out, accusing the Los Angeles police union leaders of "buying politicians" and "attempting to manage the department".

TOXIC SCHOOL SITE GETS OK FROM STATE WATCHDOGS: Free Internet Video

FULL DISCLOSURE NETWORK(tm) presents a full half-hour program covering the role of the California Department of Toxic Substance Control (DTSC) engaging in a public relations campaign to enable the Los Angeles Unified School District (LAUSD) to complete a massive public school project on a notorious toxic and hazardous site. The DTSC action was seen as a way to help LAUSD justify the $1/2 billion dollar expenditure of taxpayer funds on the doomed Belmont Learning Center Complex.

The Belmont Learning Center Complex (recently renamed Central High #11 or Vista Hermosa) is located on a 35-acre site in downtown Los Angeles, formerly known as the Los Angeles Oil Field. The site is plagued by toxic hazards such as methane gas and hydrogen sulfide that are considered a highly dangerous threat to children, teachers and others who are exposed.

Shown on the Full Disclosure video is Hamid Saebfar, DTSC Division Chief (School Property Evaluation/Clean Up), lauding the long standing cooperation between his agency and the LAUSD. His remarks were refuted by Anthony Patchett, former Head of the Environmental Crimes Division, Office of L. A County District Attorney who also served as Chief of the Belmont investigation “Nothing could be further from the truth” he told Emmy Award winning host Leslie Dutton. Patchett went on to say DTSC has been out of the loop on Belmont since 1991. They are supposed to be a watchdog agency but instead are now promoting the LAUSD “passive” remediation plan, which in the case of volatile organic chemicals (VOC) contamination, that can never be remediated due to close proximity of groundwater.

Also, responding to the danger posed by hydrogen sulfide and earthquake faults was Dr. Debra Otis, Sr. Toxicologist for the DTSC and Dr. Kaye H. Kilburn (MD), noted author, who holds the Ralph Edgington Chair, Keck School of Medicine at USC. Dr. Kilburn commented on chemical brain injuries and described the 1992 earthquake at Long Beach and Wilmington where permanent and irreversible brain damage occurred to employees and school children who were exposed. VOTER REGISTRAR BRACES FOR ONSLAUGHT OF COMPLAINTS

The Orange County Voter Registrar is bracing for an unprecedented and growing onslaught of criticism, as their voter registration database has become the focal point of complaints from citizen groups throughout South Orange County. CITIZENS WORRY OVER CORRUPTED DATABASE
Appearing in the video are representatives from the ”Newporters for Responsible Government“ (NRG) Spokesman John Buttolph, Campaign Organizer Tom Billings, and Initiative Coordinator Liz Vitale. The NRG group describes a corrupted voter registration database that was provided to them by the Voter Registrar’s Office that caused confusion and delay on their signature gathering. The group is attempting to qualify an initiative in the City of Newport Beach that would mandate voter approval on COPs (Certificate of Participation Bonds) to finance public projects. NRG expressed concerns in two letters to the Registrar, requesting fairness be exercised when validating their petitions and signatures.

CUSD RECALL CAMPAIGN AGREES
Also in the video, corruption of the voter database was substantiated by leaders of the CUSD Recall Campaign; Tom Russell, Spokesman and Jennifer Beall, campaign organizer, who describe in the video the similar problems they encountered with the Orange County Registrar’s office. In December of 2005, the Registrar invalidated a high percentage of voter signatures declaring the petitions did not qualify to recall all seven CUSD Trustees.

OC REGISTRAR/COUNTY COUNSEL REFUSE TO COMMENT
When contacted for a statement and explanation Acting OC Registrar Neal Kelly refused to be interviewed, nor would he provide an official statement acknowledging the problems. Kelly referred the news media to the County Counsel’s office for a response and ordered his employees not to talk to the media. Senior Deputy County Counsel Ann Fletcher did provide a written statement to the Full Disclosure Network™ …“the Registrar will not prepare the requested statement” and cited the Public Records Act as the authority.
